3 marksExplain three effects that discrimination against a group of people can have on the development of a country.
(3 marks)
Marking scheme
Award 1 mark for each effect correctly explained, up to three: talent is wasted because the skills of the excluded group are never used, so the economy produces less than it could; poverty and inequality deepen, since the excluded group is locked out of jobs, land, credit and public services; national unity is weakened as mistrust grows between communities and can spill over into conflict; fewer children from the excluded group complete school, lowering the skills base of the next generation; citizens lose confidence in government and take less part in civic life such as voting and public participation; public money is diverted into relief and security instead of development projects; investors and tourists avoid a country that is seen as unjust or unstable. An answer that merely names effects without explaining them earns a maximum of 1 mark in total.
